Based on a recent survey of municipal councils, English councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.
Growing Financial Challenges Drive Asset Sales
A coalition of councils representing major urban areas in England stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.
Local governments have in the past come under fire for disposing of public land and land to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.
The group said that a significant number of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather growing financial challenges.”
Detailed Examples of Proposed Sales
Medway Council in southeast England announced its property management strategy included the sale of a shopping centre in Rainham and a community venue in another town to generate £20m over five years.
- Gillingham golf club and business parks held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.
Council Tax Increases and Wider Fiscal Strains
This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will have to increase council taxes next April to address the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.
The authority explained it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.
“We are adopting creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.
He added: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”
National Patterns and Forecasts
Research of regional authorities this week also found council budgets being stretched by the growing number of children and older individuals requiring special educational assistance.
The County Councils Network projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.
Government officials have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.
Disadvantage and Funding Gaps
According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were among the most disadvantaged in England.
- “Participating urban centers like several major towns rank in the most deprived 30 nationally under the 2025 deprivation indices,” noted the report.
“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.
“Council officials have been explicit about the necessity for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and demand,” stated Michael Mordey.
“Lacking this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”
One in five of councils have reduced or weakened care services in the last year, the survey revealed.
